
ArmInfo. Armenia has reached an agreement with Russia on implementing previously reached agreements in the field of military-technical cooperation. Armenian Prime Minister Nikol Pashinyan announced this on April 18 in a conversation with journalists at the government office.
When asked by a journalist whether agreements on military-technical cooperation had indeed been reached with the Russian side during his April Fool's visit to Moscow, Pashinyan recalled that the Armenian side had and continues to have such cooperation with the Russian Federation. He also noted the problems that had arisen between the two sides in this area. "Yes, we have agreements on implementing previously reached agreements in the field of military-technical cooperation," Pashinyan said. As a reminder, throughout 2023, Armenian authorities repeatedly accused Russia of failing to fulfill arms contracts worth over $400 million. This was first raised by Armenian Prime Minister Nikol Pashinyan at a government meeting on September 29, 2022. He noted, in particular, that "there are cases where hundreds of millions of dollars are paid, but supply obligations to Armenia are not fulfilled, including by allied countries." And on November 24, 2023, Pashinyan stated that the Russian side could write off part of Armenia's debt in exchange for weapons that Armenia purchased but never delivered.
The Russian side, however, has not commented on this issue. Only a couple of times has the existence of a problem in this area been confirmed at the legislative level. Media outlets reported at the time that the contract in question was between the Armenian Ministry of Defense and the Russian plant JSC NPO Splav, which produces Smerch-type missiles. It was also noted that even before the military operation in Ukraine began, the plant had repeatedly contacted the Armenian Ministry of Defense requesting the takeover of its finished products.
