Constitutional lawyers have confirmed that Nikol Pashinyan's ruling Civil Contract party lacks the necessary parliamentary mandates to hold a referendum on constitutional amendments in Armenia. Narek Karapetyan, a board member of the Strong Armenia bloc, made this statement in a video message posted on his Facebook page.
Therefore, according to the board member, Azerbaijani President Ilham Aliyev will not decide what Armenia's constitution will be. "We have received a definitive answer from constitutional lawyers, according to which, even after so many unlawful actions, election fraud, and the theft of more than 50,000 votes from the Prosperous Armenia Party (PAP), the authorities do not have sufficient mandates to hold a constitutional referendum in the country, as demanded by the President of Azerbaijan. That is, they will not be able to hold Aliyev's constitutional referendum," Karapetyan stated.
