Problem of Tlik village water supply: A vicious circle or inaction  of authorities

Regarding problems with the water supply of the Tlic community, in the City Hall of Aragatsotn region of Armenia on February 9 assembled roundtable, with  the participation of two delegates from the community. About this in  an interview with ArmInfo said the Talic community head  Slavik  Sanoyan.

He noted that the community permanently faces this problem. "In  November of the previous year, I addressed the Governor to built a  pomp under the ground in order to eliminate the problem of freezing  and not functioning. The Governor promised to solve the problem, but  did not mention any concrete terms", said the Community head. He  added that when the pomp went out again the community had to buy a  new set costing 1mln AMD by own funds. Though, according to the  Community head, problems occurred with repairs, as the village is on  the border and the access to the pomp is by passes. "We, the village  residents, have an access to the pomp, but not the residents should  receive the passes. And time is needed for that, which we basically  do not have, and we wanted that in such cases those people had access  by own documents of identification".   

Meanwhile, as the spokesman for the Border Guard Department of FSB of  Russia in Armenia Sergey Grechin stated to ArmInfo, the first massage  about the pump dysfunction was received on February 5th, and the  problem of passes provision was solved during five minutes.  "Moreover, the Gate Command offered villagers a water-carrier,  providing it temporary of the village residents", the National  Security Service and Armenian Police representatives at Armenian  Government, Ministry of Transport and Communications, tax and customs  authorities, other public bodies, as well as those workers  organizations, which carry out local and international transport or  transport and exchange of e-mail correspondence or provide repair and  maintenance of railway, motor roads, waterways, oil gas,  communication and power lines or carry out research, environmental  monitoring, animal and plant life (including forests and specially  protected natural areas), water, air, land, mineral resources and  their use, operation or state hygienic and anti-epidemic control in  accordance with Armenian constitution - on official certificates and  travel documents issued by the authorized officials. "Thus, in the  case of accidents and other unforeseen situations, as in this case,  skipping is not executed, and the passage is carried out by the  above-mentioned documents. We can not violate the State Law of  Armenia. In this case proper changes should be implemented into the  constitution", said the Officila Representative of the Border Gate.  

Grechin also disproved the Ezid National Committee head "Sinjar"  Boris Murazi's statement that the Russian Border Guards do not let  the specialists to repairs of the pomp, demanding special passes,  which according to him, can receive only local residents. "Passes are  issued in accordance with established procedure, for one year. After  the Border Management receives application, it is forwarded to the  National Security Service of Armenia, and only after their approval,  our agency has the right to issue an appropriate badge", said  Grachin.    

However, despite the assurances of the State Committee of Water  Resources of Armenia that the problem of water supply of Tlic  community is completely solved by the structure's efforts, the  villagers claim that the pump was purchased by community funds. They  also complain about the constant lack of water.  "Today we have an  elementary lack of drinking water, we have to melt snow, boil it,  cool and then drink.  The village has more than 3.5 thousand of small  cattle, which stands in the paddock in need of water. The pump  continuously deteriorates, and we have to wait months for help, but  the cattle is dying without water", say the villagers. They also  expressed gratitude to the Russian border guards for assistance in  solving the problems of the villagers of different nature.

Meanwhile, according to the Community Head, for water suppleness in  the village, must be about 9mln AMD. "Two years ago, someone  plundered pipe supplying water to the village. And just last year,  came a man named Gago and stated that he has a court order for  dismantling of internal water supply network, but I drove him away,  not allowing to disassemble the pipe. We counted that in order to  supply water from the nearby Ako village into our village, 9mln AMD  is needed, but no one wants to deal with this problem, and our  requests are in a vicious circle from one court to another", said  Sanoyan.

During the meeting, between the representatives of Border Guards of  Russia in Armenia and community residents, was also agreed to apply  for the names of persons who in the case of another problem, may be  called upon at its removal and their names will be written further  passes.

To note, there are 18 families living in the village.
