Case on Armenian Police office abuse by employees referred to  prosecutor

ArmInfo.After the preliminary investigation of the Investigative Committee of Armenia on charges of abuse of power by the police, based on the acquired during the investigation, enough evidence was found that in the Arabkir  Department of Yerevan Police Chief of Criminal Investigation  Department of the RA Police and a senior associate in the same  department exceeded their official powers, are not properly writing  and applying measures to investigate four cases of theft on a large  scale amounting 6 million AMD committed in 2015-2016.

As a result of the unlawful actions of these officials, Hamlet  Karapetyan's rights and the legitimate interests of the state were  damaged. Thus, during the investigation it was established that in  the fall of 2015 citizen G. Karapetyan informed the head of the  Criminal Investigation Department of the RA Police in Yerevan, Igor  Mesropyan, about the illegal penetration of an unknown person into  his mansion and about stealing various goods in especially large  amounts for the amount of 5.320. 000 AMD. However, Mesropyan did not  draw up a report on this case in order not to replenish the number of  serious crimes investigated by his department.

After about a month Karapetyan again appealed to Mesropyan and  reported another stealing from his mansion for the amount of  approximately 360.000 AMD. However, the police chief again did not  receive a written report from the citizen and took no action to  investigate the second case.

In addition, 2 more thefts in the amount of 290.000 AMD were  committed from the house of G. Karapetyan in 2016. The citizen  Karapetyan again informed Muradyan about this, however, he again did  not take measures to identify and investigate the case. But to  mislead Karapetyan, to cover up his illegal actions and to create an  illusion that the case is in production, he instructed his employee  to the senior police investigator Armen Harutyunyan without  registering the theft report to make a formal visit to the crime  scene. Meanwhile, A. Harutyunyan also exceeded his official powers  and did not receive a written report from G. Harutyunyan, did not  take any actions to disclose the crime.

Thus, for the commission of the above-mentioned criminal acts, Igor  Mesropyan and Armen Harutyunyan were charged under part 1 of article  308 of the Criminal Code of the Republic of Armenia. The case with  the indictment was transferred to the prosecutor.
