Lawyer Hayk Alumyan appealed to the President with a statement that  Karen Karapetyan can not be a member of the Government

ArmInfo. Lawyer Hayk Alumyan addressed an open letter to Armenian President Armen Sargsyan, in which, citing as evidence the legislation of the country, asserts  that Karen Karapetyan is not entitled to hold office in the Cabinet.

In particular, the statement reads as folows: "At the moment, taking  advantage of the fact that Prime Minister of Armenia Serzh Sargsyan  resigned, First Deputy Prime Minister Karapetyan temporarily  exercises the powers of the Prime Minister." I want to draw your  attention to the fact that according to Article 148 of the  Constitution Armenia, "a member of the government must meet the  requirements for deputies." 

The requirements for deputies are described in Article 48 of the  Constitution, which says: "Every citizen of the Republic of Armenia  who has attained twenty-five years may be elected as a deputy of the  National Assembly, if have been a citizen of the Republic of Armenia  during last four years, permanently residing in the country, having   the right to vote and speaking  Armenian. "

Citizen Karen Karapetyan does not meet at least one of these points  of the Constitution - he did not reside in Armenia for the last 4  years. Consequently, he can not be a member of the Government and act  as Prime Minister. Your decision of April 18 on  appointing  First  Deputy Prime Minister is unconstitutional and must be declared  invalid. "
