Criminal case has been instituted in the Criminal Investigation  Department of Armenia in connection with frauds during the  construction of the training center of the Ministry of Finance in  Dilijan

ArmInfo. The Committee of State Revenues (SRC) of Armenia initiated a criminal case on abuse of official powers, forgery and misappropriation or embezzlement during  the construction of the training center of the Ministry of Finance "Dilijan".

As reported by the press service of the KGD, the Investigation  Department of the department received the results of studies of the  Office of State Secrets Protection of the General Prosecutor's Office  of Armenia on construction of a training center of the Ministry of  Finance in Dilijan on July 16. " In the framework of the study, data  were obtained on the abuse and theft in the construction process.

In the course of preparing the materials, factual data were received  that authorized officials of the Ministry of Finance and the State  Revenue Committee of Armenia, using their official position contrary  to the interests of the service, on the basis of personal  self-interest or other group interests, violating the requirements of  the current legislation, without implementing the statutory law the  procurement process, the conclusion of a contract, the establishment  of preliminary estimates and the submission of justifications, as  well as without a corresponding documentary Through the closed  joint-stock company "Sahakyanshin" they carried out construction  works of the training center in Dilijan. With respect to  construction, as indicated, there was neither copyright nor technical  quality control. Instead, during 2013-2015, in the conditions of the  actual completion of the construction work, and in some cases with  their partial completion, 6 purchase contracts were concluded with  CJSC "Sahakyanshin" on the partial implementation of works on  reconstruction costing 2 billion 356 million 455 thousand drams,  after which, a few days later, a protocol was drawn up for the  acceptance of the completed construction works and the executive  acts, in those cases when it is practically impossible within one or  several days to start and complete the construction work under type  and volume.

During the preparation of materials, other factual data on the  presence of other criminal acts were obtained.  "On July 24, 208, the  RA Criminal Investigation Department instituted criminal proceedings  on the grounds of part 1, article 308 (Abuse of official powers),  Part 1, Article 314 (Office fraud) and clauses 1 and 3, part 2 ,  Article 179 (Assignment or embezzlement) of the RA Criminal Code,  "the ministry said.

The construction of the training center of the Ministry of Finance  caused in due time loud discussions in connection with the costs,  which the Ministry of Finance, through state funds, sends to its  equipment. To make it clearer what kind of object it is, let's list  some of its "advantages". There is one main building and a number of  other buildings, 5 cottages with several bedrooms. There are spa  centers, saunas, a restaurant, several cafes and tennis courts, a  separate hotel. Furnished object, to put it mildly, is luxurious.  Doors are Italian, wooden and armored, plates made from granite  presses from the UAE, ceramic washbasins, toilets, bidets. Only one  contract has paid 41 million drams for kitchen utensils: special  forks for fish, others for steaks, chrome-plated cigar scrapers, ice  spoons, shakers, 114 metal containers for napkins of 40,000 drams  each, and each soap dish costs 60,000 dram. Each of the magnifying  mirrors in the bathrooms costs $ 100, German curtains. The whole  structure is faced with polished travertine. In a word, only  according to official documents, 26 billion drams, or about 60  million dollars, were spent on all this from the state budget. Let's  say for comparison that the construction of a huge hotel under the  international brand in the center of Yerevan required $ 23 million.

Despite the fact that the Center was initially envisaged for the  needs of tax and customs officials, in 2016, immediately after the  change of government, the training center was transferred to state  balance, taking into account the inexpediency of operating the Center  from the State Revenue Committee and with the condition of its  further transfer to the right to use another face. Further, a  decision was made - the movable and immovable property of the center  is transferred to the balance of the Ministry of Defense for  organizing the military educational process of the Lyceum named after  Monte Melconyan.
