Frants Klintsevich: The issue of the new CSTO Secretary General  should be resolved in accordance with the norms of international law

ArmInfo.Once the form of a change of country leaders has been adopted, then it seems to me that in this regard it is necessary to adhere to this trend. On November  9, during a video bridge Yerevan-Moscow-Tallinn, , a Member of the  Federation Council Committee on Defense and Security Frants  Klintsevich, expressed this opinion, answering ArmInfo's question  about whether Armenia will retain the post of CSTO Secretary General.  

"Anyway, Russia is in these positions, and I think this is probably  very correct. These are elements of trust, including the CSTO  institute itself. When the CSTO was created, Nikolay Bordyuzha was  there, and then there were no questions this is due to the scale of  the individual. Time has passed, people in politics are leaving, and  new ones appear, in each country with their own potential, somewhere,  perhaps insufficient.  Here, probably, we need to talk about the  principles of international law that need to be observed and acted  upon " - he said, adding that if all this time is due The host will  be occupied by a representative from the Russian Federation, sooner  or later it will be blamed for the absolute dominance and  undemocratic nature of the CSTO Institute itself.

The senator expressed his conviction that this issue needs to work  within the framework of the CSTO agreements. "If you build your plans  every time, it will not lead to anything good. But this is my  personal opinion", concluded Klintsevich.

To note the post of CSTO Secretary General until November of this  year was held by Yuri Khachaturov.  July 26 Special Investigation  Service of Armenia, Khachaturov was charged with overthrowing a  constitutional court on July 28, the court of general jurisdiction of  Yerevan released Khachaturov on a written undertaking not to leave  the town after paying a deposit of 5 million drams ($ 10,000).

On November 2, by the decision of the CSTO Collective Security  Council, Khachaturov was dismissed from the post of Secretary General  of the organization. The Armenian side initiated early review.  The  day before, in Astana, the leaders of the CSTO were to choose a new  secretary general of the organization, but the issue was moved to the  agenda of the meeting of the heads of state on December 6 in St.   Petersburg.  The Armenian side insists that the post of Secretary  General should remain with Armenia, since this issue is not connected  with this or that person, but with the statutory norms of the country  rotation.
