At the same time, he stressed that the democratic changes that occurred in Armenia introduced new shades to the views of the Armenian side on the settlement of the issue.
"Of course, it is very important that we were able to start a rather constructive and positive dialogue with Azerbaijani President Ilham Aliyev, but I am sure that only the dialogue between the leaders is not enough to resolve the issue. At a press conference in Yerevan, I stated that the most important platform for such a dialogue could be social networks, on which Armenians and Azerbaijanis, unfortunately, so far communicate in term of swearing and hatred, "Pashinyan said, noting that for thirty years the parties had to exhaust the words of hatred and curses, but this did not happen. "However, we must find reasons that do not allow us to be clear to each other," the prime minister said.
He stressed that he personally tried to become prime minister for tolerance between the parties: "I myself, several times from the rostrum of the Armenian parliament, said that any solution to the Karabakh issue should be acceptable to the peoples of Armenia, Nagorno-Karabakh and Azerbaijan. Unfortunately, we still do not hear such words from Azerbaijan. But I hope that the appeal from this rostrum on the world will receive an adequate response from the Azerbaijani society. "
He stressed that PACE is the place where swearing should be replaced by dialogue, provocation by constructive work. <Meanwhile, discussions on the issue of Nagorno-Karabakh, which took place in PACE in January 2016, became a prelude to the four-day war that broke out in April of the same year, and created favorable conditions for the beginning of offensive actions by the Armed Forces of Azerbaijan. I don't want to say with confidence that deliberately, but nevertheless, the authors of these discussions and documents became devotees of the war, which cost several hundred lives both for Armenia and Nagorno- Karabakh, and for Azerbaijan, "Pashinyan stressed.
He noted that today, unfortunately, both in PACE and on other international platforms, attempts are being made to involve these structures in geopolitical games, conflicts, and turn them towards conflict, which absolutely contradicts the essence and mission of these organizations. He also expressed himself for a differentiated approach to conflicts. "That is why we believe that each conflict should be dealt with by a specialized structure, in the case of the Karabakh conflict, the OSCE Minsk Group, since only the Minsk mediators have control of not only the current situation, but also the entire history, the subtleties of the negotiations from the day they started", Pashinyan stressed , adding that the format of the OSCE Minsk Group was founded to form a platform for dialogue of all parties to the conflict - Nagorno-Karabakh, Azerbaijan and Armenia. "Therefore, today we are taking measures so that the OSCE Minsk Group, in the format of the co-chairmanship, resumed the dialogue between Nagorno- Karabakh and Azerbaijan," he explained.
