Mammadyarov revealed the details of the Bratislava meeting: On the  negotiation table "Lavrov`s Plan"

ArmInfo.There is no alternative to negotiations to resolve the Nagorno-Karabakh conflict, Azerbaijani Foreign Minister Elmar Mammadyarov said. This was stated  in an interview to CBC Azerbaijani television channel by the Foreign  Minister of Azerbaijan Elmar Mammadyarov.

"Achieving peace through negotiations is a very complicated process.  No one can solve this conflict without us. All options should be on  the table. The cornerstone question is what next? You need strategic  patience to resolve the conflict. I do not believe that the  negotiation process will stop. "I think that sanity will not leave  the Armenian side. I do not believe that someone is interested in  getting out of negotiations.  We also always talk about this (about  the need for peace talks - IF)," Mamedyarov said, Interfax-Azerbaijan  reports.

According to him, emotions and actions often prevail in the actions  and statements of the Armenian side.  "99% of the actions and  statements of the Armenian side are based on emotions. The  negotiation process should carefully monitor the mood of the internal  mood in society. Both in Armenia and in Azerbaijan.  This is a  natural process and unequivocally. The passions in both Azerbaijan  and Armenia are very high.  We for our part, we don't understand why  the Armenian side does not allow the Armenian community of Karabakh  to communicate with the Azerbaijani community, "he said.

Mammadyarov emphasized that even in the event of resumption of  hostilities, "all the same, the negotiation process should take  place, since the war cannot be eternal."

At the same time, he added that the "emotions and stereotypes" that  are present on the Armenian side create a negative fund, and this  prevents us from moving forward. "I always ask the Armenian side,  including journalists, the question: tell me at least one argument  that you benefited from the conflict with Azerbaijan?  Have you  started to live better, joined projects or something else? Therefore,  it's important to reach out to the hearts of ordinary Armenians  citizens, "he said.

The minister added that "concrete and real moments" are being  discussed at the talks with the Armenian counterpart.

The Azerbaijani Foreign Minister stressed that during the  negotiations, various documents appeared on the Armenian side, the  latest of which is the Lavrov Plan. Lavrov's Plan is the result of  intense discussions some two years ago in Moscow. But it is still  based on the Madrid principles. There is a statement by the co-chairs  of the OSCE Minsk Group on March 9, 2019, which just defines the  vision of mediators to move forward in the negotiations. The essence  is very simple - phasing. At the first stage, the withdrawal of  troops, the return of the Azerbaijani population, ensuring security,  establishing communications. Therefore, our proposal to the Armenian  side can be described as "a world with the prospect of prosperity,"  "the minister said.

Mammadyarov added that Azerbaijan asked the co-chairs to prepare a  security report on the issue of security. "We discussed this issue  substantively. According to the head of their Foreign Ministry,  status and security are important for Armenia. What is status - is it  clear, but what is security? The co-chairs also want to understand  this point. There must be a security formula when the Azerbaijani  population returns to liberated areas. The Armenian population of  Karabakh is our citizens and their security will be fully ensured.  But this is our understanding, but what is the Armenian side of it?  ", the Azerbaijani Foreign Minister said.
