Political scientist: There are no negotiations on the Karabakh  settlement, but rather an attempt to restart the process within the  framework of the OSCE Minsk Group

ArmInfo.The statement of November 9 had nothing to do with the settlement of the  Nagorno-Karabakh conflict, it was about a cease-fire, and contains  some guarantees about not resuming hostilities in the form of Russian  peacekeepers. This opinion was expressed by the Director of the  Caucasus Institute Alexander Iskandaryan at the discussions organized  by the Article-3 club on April 6.

At the same time, he pointed out the existence of numerous  contradictions between the parties, especially between Armenia and  Azerbaijan. "It is not that Azerbaijan wants to unblock  communications for everyone. He wants to open the road for himself,  the so-called southern corridor through Meghri. This is a political  project, a road between Turkey and Azerbaijan. This is the goal of  Azerbaijan, " the political scientist said.

At the same time, he stated that Armenia has completely different  goals, including the issue of the return of prisoners of war, the  return of the territories of Artsakh.

"Russia has other goals - the process should somehow continue and  continue with the fate of the Russian Federation. That is, if Russia  is a sponsor of the process, then it is clear that you can not leave  everything as it is, not to withdraw the peacekeepers in 4.5 years.   There is an opinion that with the continuation of the process, it is  possible to soften the positions of the parties, which in turn does  not proceed from the interests of either Armenia, Azerbaijan, or  Artsakh," Iskandaryan believes.

According to him, there are no negotiations on the Karabakh  settlement, but rather an attempt to restart the negotiation process,  and its preservation within the framework of the OSCE Minsk Group. At  the same time, the expert believes that this is an extremely complex  process, since the parties have different aspirations. "The devil is  in the details, and there are a lot of details," Iskandaryan  concluded.

In turn, the expert on negotiations Artur Martirosyan pointed to the  failure of the parties to fulfill the points of the statement of  November 9, 2020, the lack of trust between the parties and  Azerbaijan's attempt to put pressure on Armenia and negotiate more  favorable terms for itself. In his opinion, in such conditions it is  difficult to talk about the negotiation process as such. He also  believes that it is difficult to give any estimates and forecasts  now, because there are many questions and few answers. Martirosyan  believes that the answers to many questions can be given by the Prime  Minister of Armenia Nikol Pashinyan, who is now successfully avoiding  answers.
