"Armenia" bloc submitted a 12-point motion on elections to  Constitutional Court

Robert Kocharian's "Armenia" bloc appealed to the Constitutional Court of Armenia with a demand to invalidate the decision of the Central Election Commission  on the voting results of the early parliamentary elections held on  June 20. On July 2, during a press conference in Yerevan, official  representative of the pre-election headquarters of the bloc  Aram Vardevanyan announced.

According to him, in other words, they challenge the  constitutionality, legality and factual circumstances of the results  of these elections.

Vardevanyan noted that on the basis of this   motion, the  Constitutional Court will consider violations both in terms of  quantity (violations at polling stations on election day) and in  terms of the quality of organization and conduct of elections.  According to him, the second part of the motion will cover a number  of issues that Bloc has voiced since April 25 this year.

"We submitted a 12-point motion to the Constitutional Court, with a  detailed analysis of 109 polling stations, documentary evidence. This  will be the first such dispute considered in the Constitutional Court  after the adoption of amendments to the law on the Constitutional  Court in 2018," said the representative of the Bloc, adding that it  will be an unprecedented dispute. Vardevanyan noted that they demand  the recognition of the election results as invalid, and the  determination of the order of distribution of mandates, or schedule a  second round of elections.

At the same time, he informed that the Constitutional Court presented  a large amount of documentation, including on media, about violations  committed during the electoral process, an analysis of violations at  109 polling stations was presented, covering in fact 88 thousand  votes. According to him, there are no signatures against to 4000  votes out of the indicated 88 thousand. 

Violations also concern the lack of verification of 109 thousand  passports of citizens, the organization of open voting for military  personnel.

According to him, they did not have time to study all the lists,  however, even in those that were considered, flagrant violations were  revealed.

The representative of the Bloc noted that they also raised the issue  of the legality of the Prime Minister retaining his powers after his  resignation, which pursued one goal - to use the administrative  resource.

"We also voiced the problem of hate propaganda on the part of the  current government, headed by the acting Prime Minister of the  Republic of Armenia. All these words will be subject to consideration  by the RA Constitutional Court," said Vardevanyan, promising an  interesting litigation in which they will challenge the legality more  than 200 thousand votes.

Vardevanyan also said that Bloc petitioned Judge Vahe Grigoryan not  to participate in this process. In their opinion, Judge Grigoryan has  a prejudiced position towards the second President of the Republic of  Armenia Robert Kocharian and his team.

Earlier, the RA Constitutional Court confirmed the receipt of the  Bloc's motion.

The Central Election Commission of Armenia on June 27 summed up the  final results of the early parliamentary elections in the Republic.  According to the final data of the RA CEC, three forces pass to  parliament - "Civil Contract" - 688,761 votes or 53.91%, "Armenia"  bloc - 269,481 votes or 21.09%, and "I have the honor" - 66,650 votes  or 5.22 %.
