As stated in the explanatory note to the document, the adoption of the draft decision is due to the need to complete the health examination of citizens subject to conscription for military service as part of the 2025 summer conscription, and, based on its results, extend the conscription period in order to clarify the conscription status of citizens.
Initially, it was planned that the conscription would be carried out from April 21 to July 31 (with the replenishment of units with conscripts from June 23 to July 31). However, the Armenian Defense Ministry noted that the current analysis of the work on the 2025 summer conscription shows that, given the additional volumes of medical examinations of citizens subject to conscription, it will not be possible to complete the proper examination of citizens and the process of determining their suitability or unsuitability for military service based on their results by July 31. In this regard, and also in order to exclude cases of granting unjustified deferments to citizens subject to the summer conscription of 2025, or postponing their medical examination to the winter conscription, it became necessary to extend the conscription period until August 15, 2025 inclusive.
