RA Prosecutor General`s Office has its claim against Local Developers  LLC founders considered by Anti- Corruption Court 

ArmInfo.  On April 30, 2025, the Prosecutor General's Office of Armenia filed a lawsuit with the Anti-Corruption Court against Local Developers LLC (founders: Samvel Mayrapetyan and his wife Gohar Kyalyan) demanding that the latter seize the real estate located at 10 Abovyan Street in Yerevan.

By the decision of the Anti-Corruption Court dated May 14, 2025, the  claim was rejected on the grounds that the dispute is subject to  consideration in the order of administrative proceedings.

The Prosecutor General's Office filed an appeal against the  above-mentioned decision of the Anti- Corruption Court on May 22,  2025.

The Anti-Corruption Court of Appeal granted the appeal and ruled to  consider the case in writing.

By its decision of June 26, 2025, the Anti-Corruption Court of Appeal  rejected the appeal of the Prosecutor General's Office, upholding the  decision of the Anti-Corruption Court <On refusal to accept the  claim> of May 14, 2025.

On July 4, 2025, the Prosecutor General's Office filed a claim with  the Administrative Court against the claim of Local Developers LLC to  seize real estate located at 10 Abovyan Street, Yerevan, owned by  Local Developers LLC.

By its decision of July 1 8, 2025, the Administrative Court concluded  that the dispute does not arise from public legal relations, since  there are civil legal relations arising from the contract, therefore,  the case is not subject to the jurisdiction of the Administrative  Court. The filed claim was transferred to the Anti- Corruption Court.

By decision of August 1, 2025, the Anti-Corruption Court sent the  case to the Cassation Court to determine jurisdiction.

On August 14, 2025, the Cassation Court issued a ruling <On resolving  the dispute over the jurisdiction of the case>. According to the  decision, the above-mentioned case, based on the claim of the  Prosecutor General's Office against Local Developers LLC on the  seizure of real estate located at 10 Abovyan Street, Yerevan, owned  by Local Developers LLC, is subject to the jurisdiction of the  Anti-Corruption Court.

Recall that back in November 2023, the Prosecutor General's Office  reported that, having studied the process of selling the building  located at 10 Abovyan Street (at one time it was included in the list  of cultural and historical sites protected by the state - ed.),  within the framework of its authority to initiate a lawsuit in  defense of state interests, it is taking measures to return this  property to the community.

Samvel Mayrapetyan is the owner of the Second Armenian TV Channel H2  and the Toyota Yerevan distribution center, and was also involved in  the construction of luxury real estate in the center of the Armenian  capital. He is considered close to former Armenian President Robert  Kocharyan.

On October 7, 2018, Mayrapetyan was charged with aiding and abetting  former high-ranking officials in receiving a $7 million bribe.  According to the charges, businesswoman Silva Hambardzumyan  transferred the amount to Mayrapetyan so that he would pass it on to  former presidents Robert Kocharyan and Serzh Sargsyan, as well as  former head of the presidential administration Armen Gevorgyan.  Mayrapetyan was detained on October 6, 2018, and arrested three days  later. On December 27, Mayrapetyan was released from custody on bail  of 30 million drams (more than $61,000), given his health condition.  In January 2019, the SIS allowed Mayrapetyan to leave the country and  go to Germany, based on the conclusion of a medical council convened  by order of the Minister of Health to assess his health. The SIS set  October 15 as the deadline for his return, but Mayrapetyan never  returned to his homeland. In March 2020, the SIS cancelled the  preventive measure chosen for Samvel Mayrapetyan in the form of  release on personal bail and declared him wanted; the investigator  filed a motion for his arrest, which the court granted.
