According to him, it has already become a tradition when historical  decisions determining the fate of the country and the people were  made single-handedly and in secret. It is enough to recall when the  decision to reject the 20-year negotiation package was made  single-handedly, the decision not to stop the war in October was made  single-handedly, the decision to declare Artsakh Armenia and, vice  versa, Azerbaijan was made single-handedly. "The decision-making  mechanism itself is the basis of all the fatal mistakes that have led  and continue to lead to national catastrophes. One person cannot  decide the fate of all of us, the course and prospects of the state.  This must change once and for all.  And this must be one of the  pre-election consensuses of all anti-Nikolov forces. Even documents  signed and initialed in the United States are kept secret from the  public. The fatal erroneous decisions that led to the catastrophe  could have been avoided if at some stage there had been some kind of  restraining institution. A tradition must be formed in Armenia once  and for all that consultations with the opposition when making the  most important decisions are not a disgrace, but a necessity. The  upcoming restoration of the state must imply a significant  strengthening of state institutions so that they can support the one  who makes them," the political scientist noted.

He stressed that looking back, one cannot help but notice the fact  that since 1991, Armenia has made the right decisions, found  difficult decisions and achieved success, because these decisions  were made in the conditions of counterbalances, be they individual or  institutional, when influential individuals with their own opinions  were in power, the rules of the game of coalition interaction were in  effect, and finally, when there was an influential opposition.

"It is very important for the new elite to understand this and convey  the new rules of the game to its people. No one in Armenia can  secretly make fateful decisions for all of us. Unfortunately, we have  seen the consequences of this. As many hundreds of thousands of  people accept this, the same number will be ready to take to the  streets and to the polling stations to begin restoring the country  with new rules of the game. Never again in Armenia should important  and fateful decisions be made by one person. The whole paradox is  that a significant part of the anti-Nikolov field figures do not  realize this and believe that the essence of the struggle is to  replace one decision-maker with another," wrote Vahe Hovhannisyan.
