
ArmInfo. At the initiative of the Armenian government, an extraordinary session of the National Assembly will be convened on December 16 at 11:00 AM. The authorities are rushing to end 2025 with a new law "On State Debt," new terms for military service, and a legal framework for the implementation of compulsory medical insurance.
According to the Cabinet's decision of December 9, the agenda includes a draft law ratifying the $250 million Housing Reforms for Improved Living Conditions and Empowerment (THRIVE) loan agreement between the Republic of Armenia and the Asian Development Bank, aimed at addressing the housing needs of internally displaced persons from Nagorno-Karabakh. Parliament will also discuss,, amendments to the Civil Code of the Republic of Armenia and the Law on Pensions and State Benefits in the first and second readings. These amendments propose raising the cashback rate for pensioners and beneficiaries on non-cash transactions from 12% to 20%. The second reading will also include a package of bills to implement Universal Health Insurance.
Parliamentarians will discuss amendments to the Law "On Military Service and the Status of Military Personnel," which reduce the length of military service from 24 to 18 months, as well as "On Service in the National Security Service and National Security Agencies."
During the second reading, amendments to the Law "On State Debt" and "On the Budget System," will be also discussed. The amendments provide for a fundamentally new logic regarding both the acquisition of state debt and the current wording. The legislator will also consider amendments to the Tax Code and the draft law on the ratification of the 50 million euro financial agreement with the European Investment Bank (EIB) for the "Armenia - Sustainable Syunik Project" (CEDF+, Special Investment Window 1), signed on July 16, 2025.
