In 2025, public property rights to 124 properties worth AMD 67bln  restored in Armenia

As part of the Prosecutor General's exclusive authority to initiate lawsuits in defense of  state (community) interests, decisions made on filed lawsuits, signed settlement agreements, and the prosecutor's office's enforcement measures, 124 real estate properties with a cadastral value of  approximately 66 billion 934 million drams were returned to the actual ownership of the state and community in 2025, including kindergartens, a community center, a stadium, a natural monument, parks, land plots, and funds.

Deputy Prosecutor General Lilit Grigoryan announced this at an extended meeting of the Prosecutor  General's Council, presenting a report on the work of prosecutors over the past year.

According to her, the number of crimes against the person in Armenia  in 2025 decreased by 23.2%, and excluding cases of sudden death, by  25.7%. The decrease was recorded both in Yerevan and in the regions.   Specifically, the number of cases of bodily harm decreased by 36.7%  (737 cases in 2025, 1,164 cases in 2024). The number of cases of  grievous bodily harm decreased by 57 cases (221 cases in 2025, 278 in  2024). In 2025, prosecutors completed 769 cases of crimes against  humanity involving 872 individuals, and issued 619 convictions  involving 679 individuals.

Touching upon the work carried out by the Department for Combating  Property Crimes of the Prosecutor General's Office and other  prosecutorial units in this area, the Deputy Prosecutor General noted  that in 2025, compared to 2024, the number of property crimes in the  Republic of Armenia decreased by 13.7% (10,400 cases in 2025, 12,050  in 2024). In Yerevan, the number of cases decreased by 653, or 8.9%.

During the reporting period, 1 billion 49 million 597 thousand drams  were recovered from damages caused to the state during criminal  proceedings under the direct procedural control of the Department for  Combating Property Crimes of the Prosecutor General's Office, and 32  million 475 thousand drams were recovered from property damage caused  to legal entities and individuals. In addition, in 2025, a property  claim in the amount of 127 million 118 thousand drams, filed in court  as part of a criminal case in 2024, was satisfied.

Presenting the work carried out in 2025 in the area of protecting  state and public interests, Lilit Grigoryan reported that in 2025,  the Prosecutor's Office conducted 298 investigations, identified 390  violations, filed 9 petitions, initiated 236 lawsuits to protect  state interests, and compiled 60 crime reports. The total recorded  damage amounted to 13 billion 934 million drams.

As a result of measures taken by the Department for the Protection of  State Interests of the Prosecutor General's Office in 2025, 30 real  estate properties were returned to the Republic of Armenia or the  community, with a cadastral value, close to the market value, of 5  billion 870 million drams.

In 2025, state property rights were registered by 15 decisions taken  based on applications from the Department for the Protection of State  Interests of the Prosecutor General's Office. Three court decisions  restored the communities' property rights to four agricultural and  residential land plots totaling 1.66 hectares in Vayots Dzor  Province, and a 0.07 hectare residential land plot in Lori Province.  Additionally, following nine satisfied court demands and the  prosecutor's office's measures, ten plots of land in Ijevan Community  in Tavush Province, totaling 4,164 square meters, two plots of land  in Jermuk Community in Vayots Dzor Province, totaling 16,591 square  meters, and one plot of land in Kapan Community in Syunik Province,  totaling 4.16 hectares, were returned to the communities, with the  termination of the construction right.

In 2025, progress was also recorded in the work of other divisions of  the prosecutor's office within the scope of their mandate to protect  state and public interests. Specifically, during the reporting  period, the prosecutor's offices of the regions, the city of Yerevan,  and administrative districts conducted 242 investigations, issued 29  warnings to voluntarily compensate for damages caused to state  interests, resulted in 22 applications and petitions being filed, 114  cases were initiated to protect state interests, demanding the  confiscation of a total of 998,391,000 drams, and 32 criminal cases  were initiated.
