Armenia ratifies Treaty on Procedure for Organizing and Conducting  International Controlled Delivery by Competent Authorities of CIS  member-states

ArmInfo.  Armenia ratifies the Treaty on the Procedure for Organizing and Conducting International Controlled Delivery by Competent Authorities of the Member States of the Commonwealth of Independent States. The decision was made on March 26 at a meeting of the RA government.

As stated in the explanatory note to the document, in order to  further improve cooperation between the competent authorities of the  CIS member states in countering modern challenges and threats, on  September 15, 2023, the Council of Ministers of Internal Affairs of  the CIS member states approved the draft agreement "On the Procedure  for Organizing and Conducting International Controlled Deliveries by  Competent Authorities of the Commonwealth of Independent States,"  developed by the Ministry of Internal Affairs of the Republic of  Tajikistan in implementation of the decision of the Council of  Ministers of Internal Affairs of the CIS member states held in  Cholpon-Ata on September 8, 2022.

The final discussion and amendments to the draft took place on May  23, 2024, at an online meeting of the expert group of competent  authorities of the CIS member states.

The draft underwent the appropriate internal coordination procedure,  and on October 10, 2025, the Agreement on the Procedure for  Organizing and Conducting International Controlled Deliveries by  Competent Authorities of the Commonwealth of Independent States was  signed in Dushanbe. The document provides for:

1) the adoption of effective measures to combat crimes committed in  the area of illegal transportation of controlled items, such as  drugs, weapons, cultural, historical, and artistic treasures, etc.,  across state borders;

2) the improvement of existing legal mechanisms for cooperation  between the competent authorities of the CIS member states.

The Treaty is based on the principles of protecting human and civil  rights and freedoms; ensuring the safety and security of persons  participating in international controlled deliveries; compliance with  the national legislation of the Parties; and ensuring the security  and control of the controlled item during international controlled  deliveries.

According to the document, the main tasks of the competent  authorities during international controlled deliveries are:

1) identifying international and interregional criminal connections,  channels, and routes for the transportation of controlled items;

2) detecting, preventing, deterring, and solving crimes, as well as  detecting and identifying persons preparing, committing, or  committing them;

3) obtaining information about events or actions that pose a threat  to human and civil rights, freedoms, society, national security and  the state.
